HSSE | Health, Safety, Security and Environment Manager (IP&E-2121)

The HSSE Manager will lead the group-wide HSSE community, ensuring collaboration and consistent practices across operations. Key responsibilities include updating HSSE and Alcohol and Drugs Policies, overseeing the HSSE Management System, maintaining HSSE cases, and implementing a competence assessment process to address skills gaps. The role also involves driving HSSE programs for the GOAL ZERO initiative, leading behavioral safety initiatives, conducting incident reviews, preparing the Annual Shell Letter of Assurance, and benchmarking against other industries to enhance HSSE programs and performance indicators.


Responsibilities

 

The Employee will:

Direct and oversee HSSE initiatives and compliance across all business units involved in the sale and distribution of fuel, lubricants, and related products, ensuring alignment with group-wide safety standards and regulatory requirements.

  • Development Minimum Health Management Standards (MHMS) for IP&E and other operating companies with a focus on the evaluation of local medical facilities as a minimum requirement for Medical Emergency Response Systems (MERS). MERS should be developed in each area, i.e., Guam, Saipan, and Palau;
  • Establish and implement implementing rules and guidelines for the existing Alcohol and Drugs Policy. This should be closely coordinated with the Human Resources group;
  • Implement where appropriate the principles and guidelines related to Fitness to Work (FTW) on HSSE Critical jobs and Human Factors Engineering (HFE) in all business activities where appropriate. FTW evaluations are established and applied where needed while HFE principles are applied during design stage of projects and in evaluating existing work facilities and station; and  
  • Promote health and wellness initiatives group-wide, developing programs that align with local needs to foster a culture of health and safety in IP&E and rest of the employees across the group.


SAFETY

  • Establish programs and activities that will improve Visible Leadership and Commitment amongst senior leaders in the IP&E organization;
  • Develop programs that will enhance Behavioral Safety, e.g., Shell’s Hearts and Minds Program;
  • Establish a well-documented HSSE Competence Assurance Process of all IP&E staff who hold HSSE Critical jobs and/or positions;
  • Establish a process for assessing HSSE Risks and ensure that all holders of HSSE Critical positions are conversant in using the Risk Assessment Matrix;
  • Establish and maintain the use of Permit to Work System across IP&E especially on hazardous works that do not have established work procedures;
  • Review and establish Emergency Response Procedures in all facets of the business and conduct response Emergency Response Drills;
  • Create a Crisis Management Plan and conduct annual Crisis Management Drills within IP&E;
  • Establish a robust system on Incident Notification, Reporting, Investigation, and Review process across IP&E; and
  • Create a system to ensure consistent reporting and monitoring of HSSE performance in all facets of the business. The performance data should be relevant, consistent, accurate, transparent and complete.

SECURITY

  • Conduct annual Security Risk Assessment in all IP&E facilities and sales outlets and identify areas with high security risks;
  • Identify and implement security measures and programs that will mitigate the risks taking into consideration the 4Ps of security management, namely; People, Procedures, Physical Security, and reinforcing Practices; and
  • Consolidate all security plans to include IT security and review/consolidate all security services across IP&E in order to achieve efficiency and strategic cost leadership.

ENVIRONMENT

  • Create more awareness on Product Stewardship by establishing facilities that enhance the implementation of “Right To Know” Act in all Shell facilities retail sales outlets;
  • Assess risks associated with petroleum products throughout the product lifecycle, i.e., “cradle to grave” and at each stage of the supply chain;
  • Ensure that all relevant staff are trained Emergency Response to all types of product spills and provided with HAZMAT/HAZWOPER training as appropriate; and
  • Review and audit all spill containment tools and equipment to ensure that IP&E facilities are equipped to contain all types of spills.

 

OTHERS

  • Organize the Contractor Safety Council in Guam, Saipan, and Palau in order to facilitate Contractor Safety Management in all critical IP&E projects and activities;
  • Establish a system to ensure HSSE is a mandatory requirement for contracting and procurement processes. This also requires the review of existing contracts and procurement procedures both for the supply of goods and services; and
  • Act as IP&E Focal Point for HSSE-related training and competence interventions.


Required Qualifications, Capabilities, And Skills

 

  • Completion of a bachelor’s degree at an accredited college or university
  • Five (5) to fifteen (15) years of health, safety, security, and environment work experience including two years working in the petroleum industry.  At least two (2) years supervising the work of others is also required.

 

Physical Demands


The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. The physical activity of this position includes repetitive motions – making substantial movements of the wrist, hands, and/or fingers.

The physical requirements of this position involve sedentary work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time.

Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

For visual acuity requirements including color, depth perception, and field of vision, the worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; viewing a computer terminal; visual inspection involving small defects, small parts, and/or operation of machines.


Working Conditions


The worker is subject to inside environmental conditions: Protection from weather conditions but not necessarily from temperature changes.  This job operates in an office setting. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines.
