Job Overview

The Facility Officer is instrumental in supporting the Facility Manager by managing the daily operations of facility management. This role is pivotal in maintaining a safe, compliant, and productive environment for both employees and clients. In addition to overseeing cleanliness, maintenance, safety, and security, the Facility Officer is responsible for serving as the Pollution Control Officer (PCO) and Safety Officer (SO), ensuring adherence to environmental regulations and safety protocols. The position also involves acting as the tenant's primary point of contact, managing transactional matters with landlords, and handling utilities billing. Effective coordination with clients and vendors, managing asset inventory, and ensuring the efficient execution of all building-related activities are key responsibilities. Overall, the Facility Officer ensures the facility operates smoothly, remains secure, and provides a welcoming atmosphere for all stakeholders.

Responsibilities

1. Facility Maintenance

a. Initiate and implement maintenance plans for buildings and grounds

b. Oversee routine and preventive maintenance for HVAC, plumbing, electrical systems, and other critical infrastructure

c. Coordinate repairs and renovations with contractors and service providers

d. Supervise cleaning, overall upkeep, and security

2. Health and Safety

a. Performing the functions of a SO

b. Ensure compliance with local, regional, and national regulations, including health and safety standards c. Conduct regular inspections to identify and resolve safety hazards including pollution control measures d. Manage fire safety systems, including alarms and sprinklers, and ensure regular testing and maintenance

e. Coordination and compliance with regulatory agencies including, but not limited to, LGU, DOLE and DENR

f. Preparation and submission of relevant reports, documentations including safety incidents in a timely manner

g. Promotion and alignment of safety programs with group policies and best practices including training programs and emergency response drills for all stakeholders

h. Investigate accidents and incidents to determine causes and recommend preventive measures and corrective actions with follow-up procedures and review

3. Budget Management

a. Assist and manage the facilities budget, including forecasting and cost control

b. Analyze spending and identify areas for cost savings

c. Oversee procurement of supplies and services within budget constraints

4. Vendor Management

a. Source, negotiate, and manage contracts with external vendors and service providers

b. Monitor vendor performance to ensure service levels meet organizational standards

c. Handle billing and payment issues related to facilities services

5. Space Management

a. Plan and coordinate office space utilization and layout changes

b. Manage space allocation for departments and employees including storage facilities

c. Oversee the setup of new workspaces and the reconfiguration of existing ones

6. Emergency Response

a. Comply and implement emergency preparedness and response plans

b. Coordinate responses to facility-related emergencies and incidents

c. Ensure the availability and maintenance of emergency equipment

d. Primary POC for emergency response situation and coordination with emergency services as needed

7. Sustainability Initiatives

a. Performing the functions of a PCO

b. Promote and implement energy-efficient practices and sustainability initiatives

c. Monitor and report on energy consumption and waste management

8. Coordination Management

a. Supervise vendors and contractors

b. Conduct vendor evaluations and address any personnel issues

c. Inter-department alignment and coordination

9. Customer Service

a. Serve as the primary contact for internal and external facility-related inquiries

b. Address and resolve facility-related issues and complaints promptly

c. Provides proper escalations and facilitation of customer requests

10.Administrative Duties

a. Maintain accurate records of maintenance activities, repairs, and inventory

b. Utilities billing

c. Prepare reports and documentation as required in a timely manner including those for regulatory submissions

d. Coordination with various departments to support facility needs

e. Abreast on changes in regulation and industry practices to ensure continuous compliance

f. Permit management warranting complete and up to date certifications and document to be obtained, maintained and renewed avoiding violations and discrepancies

g. Facility project support

Required Qualifications, Capabilities, and Skills

  • High school diploma or equivalent required; Associate’s degree in Facility Management, Business Administration, Engineering, or a related field preferred.
  • 1-3 years of experience in facility management or a related field with hands-on experience in maintenance and operations.
  • Basic knowledge of building systems, including HVAC, plumbing, electrical, and security
  •  Good understanding of facilities management standards and tools
  • Capable with organizational, project management, and problem-solving skills
  • Strong communication and interpersonal skills, with focus on customer service
  • Ability to manage multiple priorities and work under pressure
  • Clear understanding of facility-related laws and regulations, environmental regulations, and safety standards and best practices
  • Quality reports on maintenance, repairs, safety and other occurrences
  • Ability to respond effectively to emergencies and manage crises efficiently
  • Knowledgeable with MS Office (Word, Excel, Powerpoint, etc.)
  • Relevant certificate in Facility Management and Safety or similar are advantageous i.e. CFM, SO2, PCO
