Under close supervision of the General Services Manager and the Air Conditioning and Refrigeration Technician, the Air Conditioning and Refrigeration Technician Apprentice provides assistance to all duties related to installing, repairing, maintaining ventilation, air conditioning and refrigeration units, as well as assisting with other elements of building electrical systems, ensuring all work meets relevant codes and standards. In addition, the AC and Refrigeration Technician Apprentice assists with the maintenance and repair of the electrical elements of telecom cell-sites and will also perform non-electrical maintenance, repair and support tasks and duties within the limits of the employee's abilities under direct Supervision.


Responsibilities

 

The Employee will:

  • Know and uphold the established IT&E Mission, policies and procedures, relevant provisions of the union agreement, IT&E and Department objectives, quality assurance and safety programs and standards.

  • Assist with performing a wide range of air conditioning and refrigeration tasks in the installation, maintenance and repair of air conditioning and refrigeration units, as well as other elements of building electrical systems, ensuring all work meets relevant codes and standards.
  • Assist to assemble, install, maintain and repair industrial, commercial and domestic ventilation, air- conditioning and refrigeration systems and equipment.
  • Read and interpret blueprints, drawings or other specifications under direction of his/her supervisor.
  • Assist with measuring and laying out reference points for installation under direction of his/her supervisor.
  • Asist with assembling and installing refrigeration or air conditioning components such as motors, controls, gauges, valves, circulating pumps, condensers, evaporators and compressors using hand and power tools.
  • Assist with measuring and cutting piping.
  • Assist supervisor to install, troubleshoot and overhaul entire units, ventilation, and refrigeration and a1r conditioning systems. Start-up system and test for leaks using testing devices.
  • Assist with recharging system with refrigerant, check and test regulators, calibrate system and perform routine maintenance or servicing.
  • Assist with repair and replace parts and components for entire refrigeration, air conditioning, ventilation or heat pump systems.
  • Assist with installing, maintaining and repairing equipment in cell-sites and other facilities.
  • Helps maintain documents on work performed and materials used on all tasks performed with the guidance of Supervisor.
  • Assist in inventory control and in mid- and end-of-year counts and prepare periodic reports, as required.
  • Provide manpower and logistical support to all Company departments and offices, as needed such as assisting in office moves and in setting up tents, tables and chairs for company functions.
  • Maintain cleanliness in the warehouse, workshops and work-sites, maintaining accountability and work condition for tools, equipment and supplies used in the job.
  • Assist in maintenance of Company buildings, such as building painting and renovations, cleaning and painting parking lot stalls, minor building equipment repairs and other tasks within the employee's capabilities.
  • Perform other related duties, as required.

Required Qualifications, Capabilities, And Skills

 

  • Must provide a High School diploma or equivalent.
  • Must be a US citizen or resident alien.
  • Must be at least 18 years of age or older.
  • Must be a resident of Guam for a period not less than three (3) consecutive years before entry into the program.
  • Mayor’s Verification must be submitted upon hire.
  • Must be able to attend a minimum of two (2) classes per semester as identified by program coordinator, while working forty (40) hours per week with IT&E.


Preferred Qualifications, Capabilities, And Skills

 

  • A minimum of one year of experience in the installation and maintenance of commercial air conditioning and refrigeration units is desired but not required.
  • Guam Driver's License
  • Ability to obtain Air Conditioning and Refrigeration Certification on the job

 

Physical Demands


The physical demands described here are representative of those that must be met by an employee to perform the essential functions of this job successfully. The physical activity of this position includes, picking, pinching, typing or otherwise working, primarily with fingers rather than with whole hand or arm as in handling, repetitive motions – making substantial movements of the wrist, hands, and/or fingers, grasping, feeling, Talking-Expressing or exchanging ideas by means of the spoken word. Hearing: Perceiving the nature of sounds at normal speaking levels with or without correction, repetitive motions.

The physical requirements of this position involve Light work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work. Medium work: Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Heavy work: Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.

The worker is required to have visual acuity to perform an activity such as: operating machines such as lathes, drill presses, power saws and mills where the seeing job is at or within arm’s reach; performing mechanical or skilled trades tasks of a non-repetitive nature such as ones by carpenters, technicians, service people, plumbers, painters, mechanics, etc. The worker is required to have visual acuity to operate motor vehicles or heavy equipment. The worker is required to have visual acuity to determine the accuracy, neatness, and thoroughness of the work assigned (i.e., custodial, food services, general labor, etc.) or to make general observations of facilities or structures (i.e., security guard, inspection, etc.).


Working Conditions


The worker is subject to both environmental conditions: Activities occur inside and outside. The worker is subject to hazards: Includes a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, working on scaffolding and high places, exposure to high heat or exposure to chemicals. The worker is subject to atmospheric conditions: One or more of the following conditions that affect the respiratory system of the skin: Fumes, odors, dusts, mists, gases or poor ventilation. The worker frequently is in close quarters, crawl spaces, shafts, man holes, small enclosed rooms, small sewage and water line pipes, and other areas which could cause claustrophobia. The worker is required to function in narrow aisles or passageways.

CITADEL acquired IT&E in 2005 after successfully navigating the US CIFUS process and the Federal Communications Commission.
