Accounting Technician Apprentice
Job Description:
The Apprentice is responsible for identifying, recording, valuation, accounting, reporting and timely capitalization of capital projects, reconciling and reporting of capital work in process, and carrying out revaluation coordinate inventory counting activities. In addition, the Apprentice will coordinate with Wireline, Wireless, and other business stakeholders.
The Apprentice will also assist the CAPEX and Inventory Office in the day-to-day CAPEX operations, month-end CAPEX-related activities and other financial reporting requirements, as may be necessary.
Responsibilities
The Employee will:
- Know and uphold the established IT&E Mission, policies and procedures, relevant provisions of the union agreement, IT&E and Department objectives, quality assurance and safety programs and standards.
- Ensure the development of and implement policies, systems, and procedures to identify, record, value, depreciation, account, and report on fixed assets to comply with the US Generally Accepted Accounting Principles (GAAP), International Financial Reporting Standards (IFRS), and Regulatory requirements.
- Process and monitor work orders and ensure the proper approval process and classification from the various CAPEX categories.
- Assist in the preparation of reports required to monitor and provide information on asset performance, capital expenditure, and program against the plan.
- Assist Citadel Shared Service (CGS RTR) on the timely completion of CAPEX-related activities as part of the month-end and year-end closing activities.
- Coordinate with project owners the status of on-going projects and ensure proper and timely recording of completed projects.
- Carry out reconciliation of capital projects billings (intercompany transactions) at month-end, including reviewing items for decommissioning and/or retirement.
- Assist the CAPEX and Inventory Officer in the annual CAPEX Budget process and daily CAPEX-related requests from other Departments.
- Assists in performing spot-checks and evaluation of operating systems, procedures, and internal controls.
- Perform periodic CAPEX inventory count and reconciliation.
- Perform other related duties or tasks as assigned or required.
Required Qualifications, Capabilities, And Skills
- Must provide a High School diploma or equivalent.
- Must be a US citizen or resident alien.
- Must be at least 18 years of age or older.
- Must be a resident of Guam for a period not less than three (3) consecutive years before entry into the program.
- Mayors Verification must be submitted upon hire.
- Must be able to attend a minimum of two (2) classes per semester as identified by program coordinator, while working forty (40) hours per week with IT&E.
Physical Demands
The physical demands described here are representative of those that must be met by an employee to perform the essential functions of this job successfully. The physical activity of this position includes, picking, pinching, typing or otherwise working, primarily with fingers rather than with whole hand or arm as in handling, repetitive motions making substantial movements of the wrist, hands, and/or fingers, grasping, feeling, Talking-Expressing or exchanging ideas by means of the spoken word. Hearing: Perceiving the nature of sounds at normal speaking levels with or without correction, repetitive motions.
The physical requirements of this position involve Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
The worker is required to have visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices; and/or assembly or fabrication of parts at distances close to the eyes.
Working Conditions
The worker is subject to inside environmental conditions. Protection from weather conditions but not necessarily from temperature changes. The worker is not substantially exposed to adverse environmental conditions (as in typical office or administrative work).
About IT&E
Formerly Micronesian Telecommunications Corp, IT&E was a part of Verizon International. CITADEL acquired IT&E in 2005 after successfully navigating the US CIFUS process and the Federal Communications Commission. In 2006, a partnership was established with Sumitomo Corporation, one of Japans largest trading houses, which invested in the company as part of its telecommunications push.
