The International Roaming Specialist is in this classification is responsible for the execution of partner level testing and validation of test files relative to new implementations and continuing improvement projects. The position will assist in daily operational tasks, project execution and regular reporting activities of the Roaming Operations.

 

Responsibilities

 

The Employee will:

  • Know and uphold the established IT&E mission, policies and procedures, IT&E and department objectives, quality assurance and safety programs and Standards.
  • Receive and engage partners for implementation via the department’s project management system.
  • Performs all GSMA IREG test cases and forward for TADIG certification. Also, receive IT&E test cases for certificate issuance.
  • Coordinate with roaming partners for joint testing requirements and common testing completion.
  • Updates daily performance dashboard and other business/operations intelligence systems relative to signaling utilization, TAP performance, NRTRDE compliance, unique roamers, and trouble tickets for inbound/outbound roamers.
  • Serve as the department’s on-call escalation point for NOC and Partner escalations. This may require working during non-business hours to include weekends and holidays.
  • Manage the Steering-of-Roaming program, intended to drive network traffic top referred partnerships with competitive settlement rates and tariffs.
  • Prepares impact analysis of new IOTs, changes of settlement for review by the settlement administrator.
  • Performs supervised validation of test records for TADIG certification.
  • Perform other related duties or tasks as assigned or required.

 

Required Qualifications, Capabilities, And Skills

 

  • High School diploma or equivalent. Telecommunication related courses preferred.
  • Two years of progressively responsible experience in telecommunications industry, preferably in a support or carrier role.

 

Preferred Qualifications, Capabilities, And Skills

 

  • Project Management Professional (PMP) or Certified Associate in Project Management (CAPM preferred.
  • Ability to pass necessary US military installation or local government security access checks.

The physical activity of this position includes Climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pulling, lifting, Picking, pinching, typing or otherwise working, primarily with fingers rather than with whole hand or arm as in handling, repetitive motions – making substantial movements of the wrist, hands, and/or fingers, grasping, feeling, Talking-Expressing or exchanging ideas by means of the spoken word. Hearing: Perceiving the nature of sounds at normal speaking levels with or without correction, repetitive motions.

The physical requirements of this position involve heavy work: Exerting up to 100 pounds of force occasionally and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.

For visual acuity requirements including color, depth perception, and field of vision, the worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation of machines. Using measurement devices; and/or assembly or fabrication of parts as distances close to the eyes.


Working Conditions


The worker is subject to inside environmental conditions. Protection from weather conditions but not necessarily from temperature changes. Both environmental conditions: Activities occur inside and outside.

 

About IT&E


Formerly Micronesian Telecommunications Corp, IT&E was a part of Verizon International. CITADEL acquired IT&E in 2005 after successfully navigating the US CIFUS process and the Federal Communications Commission. In 2006, a partnership was established with Sumitomo Corporation, one of Japan’s largest trading houses, which invested in the company as part of its telecommunications push. The company acquired IT&E in Guam, and together, became the largest wireless provider in Micronesia. The entire company was renamed IT&E. IT&E was the first in the region to offer 3G services with the launch of CDMA EVDO in 2009. It soon followed with the launch of 4G LTE in 2011.
