Job Summary:

This is a temporary position to support the NTIA Broadband Infrastructure Grant Program Contract No. C230600300. This position is a minimum of one year or until the completion of the NTIA Grant project. The Construction Technician is responsible for the island-wide external plant maintenance and extensions. This involves digging, installation, securing fiber/cable lines, microducts, handholes, and conduits and clearing vegetation. The extension of the outside requires the running of new cable lines (fiber/copper) and hardware, handholes.


Essential Duties and Responsibilities:

The Employee will:

  1. Run new cable lines, microducts, and conduits for both underground and cable plants which could involve the digging of ground work.
  2. Secure fiber lines, cable lines and hardware.
  3. Clear vegetation encroaching on cable lines and equipment.
  4. Perform other related duties as assigned.


Licensure/Certification/Professional Association:
Must possess and maintain a valid chauffeur’s license.

Minimum Qualification Requirements:

Education: High school diploma or equivalent, such as a GED.

Work Experience:

  • Two (2) years of relevant work experience in construction work.
  • Any equivalent combination of experience and training which provides the minimum knowledge abilities and skills.

Special Knowledge, Skills and Abilities:

Knowledge of:

  1. Safety and security procedures working along roadway, rights of way, easements and highways
  2. Installation of handholes, microducts and conduits.
  3. Securing fiber/cable lines and running new fiber/cable lines.
  4. Pulling of cables into microducts and/or conduits.

Skills in:

  1. Using required equipment and materials properly, particularly various hand and power tools and test equipment
  2. Writing routine reports and correspondence

Ability to:

  1. Observe safety and security procedures; determine appropriate action beyond guidelines; report potentially unsafe conditions; use equipment and materials properly.
  2. Read, write, understand, and follow oral and written instructions in English.
  3. Converse professionally.
  4. Apply safe work practices on the job.

  11. Operator microtrencher, backhoe, mini excavator, and other heavy equipment.

Must be able to work in the following conditions:

  • Primarily daytime work schedule but may be required to work nights, weekends and holidays
  • Occasional work in an enclosed area lacking windows
  • Occasional Indoor work -exposed to indoor conditions, dust, noise dirt, hat, poor lighting, etc.
  • Occasional Outdoor work – exposed to different outdoor weather conditions (heat, rain, wind, etc.).

Other requirements:

  • Must successfully pass an alcohol and drug screening (pre and post-employment)
  • Regular, consistent and punctual attendance.


Physical Demands 

The physical demands described here are representative of those that must be met by an employee to perform the essential functions of this job successfully. The physical activity of this position includes Climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, Picking, pinching, typing or otherwise working, primarily with fingers rather than with whole hand or arm as in handling, repetitive motions – making substantial movements of the wrist, hands, and/or fingers, grasping, feeling, Talking-Expressing or exchanging ideas by means of the spoken word. Hearing: Perceiving the nature of sounds at normal speaking levels with or without correction, repetitive motions.

The physical requirements of this position involve Heavy work: Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.

The worker is required to have visual acuity to perform an activity such as: operating machines such as lathes, drill presses, power saws and mills where the seeing job is at or within arm’s reach; performing mechanical or skilled trades tasks of a non-repetitive nature such as ones by carpenters, technicians, service people, plumbers, painters, mechanics, etc.


Working Conditions

The worker is subject to both environmental conditions, the worker is subject to extreme heat: Temperatures above 100 degrees for periods of more than one hour. Consideration should be given to the effect of other environmental conditions such as wind and humidity. The worker is subject to noise: There is sufficient noise to cause the worker to shout in order to be heard above the ambient noise level. The worker is subject to vibration: Exposure to oscillating movements of the extremities or whole body.The worker is subject to hazards: Includes a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, working on scaffolding and high places, exposure to high heat or exposure to chemicals. The worker is subject to atmospheric conditions: One or more of the following conditions that affect the respiratory system of the skin: Fumes, odors, dusts, mists, gases or poor ventilation. The worker is subject to oils: There is air and/or skin exposure to oils and other cutting fluids. The worker frequently is in close quarters, crawl spaces, shafts, man holes, small enclosed rooms, small sewage and water line pipes, and other areas which could cause claustrophobia. The worker is required to function in narrow aisles or passageways.
