The Manager will primarily oversee the team tasks to handle the development, evaluation, recommendation of improvements and documentation of financial processes, policies and procedures, to ensure that financial and operational controls are in place, and that the various departments adhere and comply with such Company-established processes and procedures as it impacts on the overall effectiveness of the Company’s financial management systems.  Responsibilities shall also include the supervision of the month-end closing activities, preparation of Management reports and other financial reports. The Manager will also handle the over-all budget of the Company, work closely with department managers to communicate variances and assist them in the implementation of the budget; also work closely with counterpart personnel at the holding level to align financial planning policies and templates as well as provide reporting requirements as may be necessary.


Responsibilities

 

The Employee will:

  • Know Know and uphold the established IT&E Mission, policies and procedures, IT&E and Department objectives, quality assurance and safety programs and standards.
  • Establish processes to allow the conduct of control risk assessments on a regular basis, develop and recommend improvements in financial processes, policies and procedures, as well as provide documentation of such policies and procedures.
  • Coordinate and communicate with other departments for any process modifications and improvements and ensure proper implementation.
  • Handle preparation of the Company’s annual overall budget, periodic financial forecasts, and strategic plans, and review financial analytics during month-end.
  • Provide and discuss financial reports to department managers and the Management Committee to assist in financial/budget planning and decision-making.
  • Monitor monthly performance against budget per Department. Prepare monthly analytics per department and discuss them with budget owners/department heads. Ensure Department spending is properly aligned with the budget.
  • Provide month-end operating expenses analyses against the budget. Ensure all valid spending is properly and accurately booked before closing.
  • Ensure that all month-end reports are received promptly. Consolidate information received and update financial and statistical data for monthly management reporting.
  • Assist in preparing financial reports and analyses; Assist in month-end close; participate in month-end management financial reviews; Assist other staff and functional areas in their areas of responsibility, as needed.
  • Ensure all deliverables and tasks assigned are properly carried out and rendered on time.
  • Cross-train other staff members in various functions of this position to prepare them to fill in as needed and for possible succession.
  • Perform other related duties or tasks as may be assigned or required.
  • Develop best practices and tools for project execution and management.

 

Required Qualifications, Capabilities, And Skills

 

  • Bachelor’s degree from an accredited college or university in accounting or finance.
  • Five years of supervisory experience in related job responsibilities, preferably in a Telecommunications company.

  • Certified Public Accountant (CPA) preferred.

Hearing: Perceiving the nature of sounds at normal speaking levels with or without correction, repetitive motions.

The physical requirements of this position involve sedentary work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.

For visual acuity requirements including color, depth perception, and field of vision, the worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; viewing a computer terminal; visual inspection involving small defects, small parts, and/or operation of machines; using measurement devices; and/or assembly or fabrication of parts at distances close to the eyes.


Working Conditions


The worker is subject to inside environmental conditions: Protection from weather conditions but not necessarily from temperature changes. This job operates in an office setting. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines.

Formerly Micronesian Telecommunications Corp, IT&E was a part of Verizon International. CITADEL acquired IT&E in 2005 after successfully navigating the US CIFUS process and the Federal Communications Commission. In 2006, a partnership was established with Sumitomo Corporation, one of Japan’s largest trading houses, which invested in the company as part of its telecommunications push. The company acquired IT&E in Guam, and together, became the largest wireless provider in Micronesia. The entire company was renamed IT&E.
