The Plant Operations Manager functions on behalf of the company in the proper management of specific company-owned/third-party operated LPG plants and third-party owned/third-party operated LPG plants in terms of HSSE, business controls, operational efficiency and enforcement of stipulations indicated in various contracts related to these operations.
Principal Accountabilities:
- Manage the depots activities on a day to day basis for the business , ensuring full compliance with all: -
- Operating Procedures
- Financial Controls and Processes
- Plant HSE Case procedures (Document custodian)
- Maintenance procedures
- Shipping and Marine procedures
- Cylinder Management Policy
- Ensure all plant operations and maintenance are carried out within agreed financial budgets and strive to deliver cost savings within a safe operating environment
- Coordinate with Supply to maintain optimum stock levels by working closely with Supply functions to ensure continuous supply of product to minimize potential for stock outs.
- Plan, manage and monitor productivity and operational statistics, KPIs and customer service standards taking corrective actions to improve where appropriate
- Implements physical and financial stock accounting, collection control & material management according to Company's principles and guidelines
- Coordinates with Engineering/Technical department for corrective and preventative maintenance of the plant
- Maintain effective working relationship with Customer Service and other business functions to optimize plant efficiency, service to customers and metal management
- Coordinates with and supports Metal Manager in delivering its business targets and compliance to the Metal Management policy
- Coordinates with Metal Manager with the supply and inventory of LPG cylinders and valves to support the business objectives ensuring the effective utilization and prevention of losses of these assets.
- Supports Metal Manager in ensuring cost effective inspection, repair, requalification, repaint, handling and transport of LPG cylinders at all locations.
- Ensures that all filling plant staff are competent and well trained for their duties and emergency responses
- Monitor compliance of third party operators to contract obligations and regularly review their performance based on pre-agreed KPIs
- Liaise with neighboring oil companies, local government units, military, and police authorities to facilitate preparedness during emergencies and to ensure a license to operate in the area.
- Maintain accurate stock records, and cylinder reconciliation, with timely reporting as laid down by the company procedures.
- To ensure that the contents (Loads) of all vehicles entering and leaving the site agree with the vehicle manifest.
- To organize and actively participate in Plant/Depot Safety meetings, toolbox discussions competence assessments, and development of depot staff;
Qualifications:
- A graduate of Mechanical Engineering and its equivalent courses.
- Professional license preferred.
- Proven experience in plant management, preferably in LPG company.
- Effective leadership and supervision capabilities.
- Excellent problem-solving skills.
- Demonstrated proficiency in lean mechanical principles.
- with a background in LPG and HSSE.
