Assist the Sr. Director of Sales and Operations in helping achieve company objectives by providing safe, reliable, and cost-competitive supply chain operation from procurement to storage and handling and to the distribution of bulk and packed petroleum products to the customers.


Support the Sr. Director of Sales and Operations in leading and managing the major and minor Supply and Operations projects and capital expenditures of the company and maintain technical superiority in the industry that is consistent with the corporate objective to be the best solutions provider towards supporting business growth.


Collaborate the Sr. Director of Sales and Operations in leading and managing the Supply and Operations teams to achieve the company targets in a safe, efficient and cost-effective manner.


Responsibilities

 

The Employee will:

  • Updating and monitoring HSSE training records. Scheduling and coordinating internal HSSE training with Line Managers
  • Establish supply strategies that are aligned with the corporate strategic objectives.
  • Deliver logistics excellence throughout the supply chain.
  • Lead the annual negotiations for Guam, Saipan and Palau fuel supply contracts.
  • Oversee the planning of supply imports and quality controls to ensure “0” stock-outs and quality issues.
  • Negotiate spot delivery requirements with alternate suppliers as needed.
  • Review inventory holdings for fuels and lubricants in Guam, Saipan and Palau to ensure efficient levels.
  • Initiate Strategic Cost Leadership initiatives that will enable the company to be the “best-in-class” in terms of cost efficiency and cost effectiveness.
  • Liaise with business partners to identify opportunities for volume growth and supply logistics efficiencies.
  • Establish terminal operation strategies that are aligned with the corporate strategic objectives.
  • Implement CAPEX projects needed to maintain business continuity and asset integrity for IP&E owned facilities.
  • Ensure Operation Managers conduct quarterly DAMS (Distribution Asset Management System) audits and implement action plans to close out any findings.
  • Liaise with 3rd party terminal facility owners for negotiation of lease agreements, coordination of equipment/facility tests and audits, and ensure that the key issues in the Terminal operations (using the Risk Matrix) are identified and that action plans are developed to address those issues.
  • Prepare the annual OPEX and CAPEX budget requirements for the following year; Review and manage the OPEX and CAPEX targets for S&O.
  • Establish distribution strategies that are aligned with the corporate strategic objectives.
  • Implement CAPEX projects needed to maintain business continuity, asset integrity and growth opportunities. 
  • Liaise with 3rd party haulers as needed for spot volume growth.
  • Prepare and implement a fleet replacement plan.
  • Manage and perform reviews of staffing requirements and fill vacancies as needed to prevent disruption to the business.
  • Provide inputs to the Executive and Leadership Team that will help establish new policies, procedures and strategies for the company.
  • Establish rapport with key external stakeholders particularly with relevant government and regulatory agencies (USCG, DOT, EPA, BECQ, Fire Department, Port Authorities).
  • Provide timely management reports to the members of the Executive and Leadership Team and participate in the regular business performance reviews.
  • Participate in industry and cross-industry business activities
  • Identify potential talents within the organization and coach/mentor high potential staff.
  • Conduct and lead in regular staff engagement in order to boost morale of the staff.
  • Design and implement Rewards and Recognition Program for the staff.
  • Develop the annual Goals and Performance Appraisal (GPA) targets for all direct reports and complete quarterly and annual reviews.
  • Require all staff to establish their individual long-term development plans and ensure that the plans are executed and implemented as scheduled.
  • Ensure that direct reports complete the quarterly and annual GPA and PARDS requirements for their staff.

 

Required Qualifications, Capabilities, And Skills

 

  • Completion of a bachelor’s degree at an accredited college or university in a business, administration, or related field applicable to the role


Preferred Qualifications, Capabilities, And Skills

 

  • At least 10 years of experience in the petroleum business
  • At least 5 years managing/directing the work of a supply and distribution related team

Physical Demands


The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. The physical activity of this position includes repetitive motions – making substantial movements of the wrist, hands, and/or fingers.

The physical requirements of this position involve sedentary work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.

For visual acuity requirements including color, depth perception, and field of vision, the worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; viewing a computer terminal; visual inspection involving small defects, small parts, and/or operation of machines.


Working Conditions


The worker is subject to inside environmental conditions: Protection from weather conditions but not necessarily from temperature changes.  This job operates in an office setting. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines.
