Job Description:

This is a temporary position to support the Broadband Equity Access and Deployment (BEAD Project). This position is a minimum of one year or until the completion of the BEAD Project. The Outside Plant Technician under the direct supervision of the Outside Plant Supervisor, installs, maintains Outside Plant Infrastructure, and splices copper and fiber optic cables in both outdoor and indoor settings, reads, creates and maintains splicing schematics and diagrams, maintains control of Outside Plant activities surrounding the assigned work site(s), takes and maintains accurate splicing and field notes, supports project timelines, and inspects, designs, and provides accurate staking sheets for projects.

Responsibilities:

The Employee will:

  • Outside Plant infrastructure installation to include copper and fiber optic cable installation, construction, maintenance, and repair works.
  • Splice copper and fiber optic cables; able to place a mid-sheath splice; prepare and maintain splicing records, schematics, and diagrams.
  • Work with Construction PM and/or OSP Engineers to perform splicing as directed; provide the OSP Engineers with detailed reports of field splicing activity.
  • Test and troubleshoot fiber using an OTDR, optical power meter, fiber identifier and scope.
  • Perform routine Outside Plant maintenance; recognize and repair route issues, including hand-hole cleanup; place and test jumpers in communication cabinet
  • Locate and repair cable faults to prevent signal failure interruptions.
  • Validate and test end-to-end service provisioning for the cable network.
  • Confirm accurate cable termination on cross connect, patch panels, hubs and routers.
  • Review site surveys, design drawings, technical manuals for cable installation feasibility.
  • Maintain project tracing information such as production sheets, timesheets and customer required paperwork; enter and maintain outside plant records.
  • Participate in engineering, permit and construction processes to support capital projects or
    project contracts.
  • Perform work in accordance with industry standards; conform to quality control guidelines (includes compliance with requirements outlined in applicable regulations such as: OSHA, FCC, NESC and NEC, etc.
    a. Be familiar with RUS standards,
    b. Read and follow design engineer's instructions and specifications.
    c. Maintain the scope of work on the project.
    d. Adhere to safety procedures.
  • Provide on-the-job training in telecommunications field work to student interns or trainees
  • Perform work of Combination Technician as needed.
  • Perform call out and/or standby work which involves responding and restoring services for emergency calls, responsible for being on the job at short notice to repair damaged cables until service is restored Perform
  • Perform other related duties or tasks as assigned or required

Minimum Qualification Requirements:

  • Education: High school graduate or equivalent required; Technical school graduate desirable.
  • Experience: 3 years of experience in outside plant installation and repair for both copper and fiber. 6 to 12 months of this must be in the construction of outside plant facilities.

Licensure/Certification/Professional Association:

  • Certification for Fiber Optic Cable installation or vendor certification for business systems installation and maintenance are desirable, but not required at time of hire
  • Valid driver's license and ability to drive with manual gear shift required

Knowledge of:

  • Design techniques, tools and principles involved in the production of technical plans, blueprints, and drawings. Understanding of how to read staking sheets.
  • Telecommunications standards and practices
  • Telecommunications construction and maintenance requirements and regulations
  • Telecommunications equipment, networks, and processes, to include fiber optics, DSLnand Outside Plant safety
  • Team working skills

Skills in:

  • Managing human and material resources
  • Installing, splicing and locating copper and fiber cables
  • Using personal computer hardware and Microsoft software programs 
  • Providing good customer service in the resolution of their problems
  • Using construction equipment, hand tools, fusion splicer, OTDR, fiber identifiers and scope

  • Carry, climb and operate extension ladder, (approx. 28 ft. high and 75 pounds), and lift a nd carry other heavy objects such as generators, manhole covers, pull-box covers, etc. 
  • Pull/pull heavy objects such as aerial platforms, racking and forming cables.
  • Drive company vehicles in a safe and responsible manner
  • Work independently without supervision, maintaining a positive attitude and strong work ethic
  • Work indoors, outdoors, in poorly ventilated areas, in confined spaces, during extreme heat, exposed to dust, dirt, noise, insects, cleaning solutions, in all kinds of weather and at all times of the day or night
  • Work exposed to high voltage electrical power lines, explosive and/or flammable liquids and gases, oxygen deficiency, carbon monoxide, lead toxity and asbestos materials.
  • Work with molten lead and wax.
  • Work assigned work tour which may be weekdays, weekends, and holidays, including days, evenings, and night hours. Subject to occasional scheduled and/or unscheduled overtime and callouts.
