Roaming | Roaming Operations Officer (IT&E-1180)

The Roaming Operations Officer is responsible as the central coordination link for implementation, monitoring and maintenance of the company’s roaming portfolio. The position also performs support and administrative duties for roaming, including revenue assurance security functions in collaboration with finance and releasing status notifications world-wide.

 

Responsibilities

 

The Employee will:

  • Know and uphold the established IT&E Mission, policies and procedures, Departmentand Division objectives, quality assurance and safety programs and standards.
  • Coordinate with roaming and carrier partners for routine maintenance and qualityprograms, troubleshooting requests, escalation and implementation projects.
  • Execute work orders and coordinate department-wide for new partner configurationsand updating databases as needed.
  • Executive roaming tests (i.e., IR.24, IR.32, IR.35, IR.50 and IR.60) for differenttechnologies as needed.
  • Maintain roaming quality assurance and continuous improvement programs such astraffic monitoring, partner trouble detections, Roaming Information Service (RIS),and “Total Visibility” Service.
  • Maintain SIGOS remote probe system used for world-wide testing of roaming quality.
  • Perform regularly scheduled roaming quality tests to ensure high performance ofregistration, partner network availability, retention and performance with agreedSLAs.
  • Perform GSMA approved Global Roaming Quality (GRQ) testing with partner cards toensure compliance with operator scoring standards.
  • Coordinate, implement and monitor the Near Real Time Roaming Data Exchange(NRTRDE) for 100% compliance with counter-fraud agreements with partners.
  • Participation in industry level working groups in the areas of roaming quality, fraudprevention and best practices to ensure IT&E remains involved and up-to-date withindustry changes.
  • Implement, operate, and maintain roaming-related platforms including customertrouble recording.
  • Manage and report on customer feedback programs.
  • Participate in inter-department projects related to roaming and carrier relations.
  • Service as a resource and provide in-house training to internal customers and stakeholders, in roaming and sponsored solutions.
  • Review roaming disputes to determine validity and issue recommendations.
  • Perform other related duties or tasks as assigned or required.

 

Required Qualifications, Capabilities, And Skills

 

  • Associate degree in computer science, electronics, or related fields. A combination of a recognized certificate program with at least two years related telecommunications industry work experience.
  • Three years of experience in the telecommunications industry, preferably with project management knowledge.

 

Preferred Qualifications, Capabilities, And Skills

 

  • Preferably PMI-CAPM and UICC certifications.

The physical activity of this position includes Climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pulling, lifting, Picking, pinching, typing or otherwise working, primarily with fingers rather than with whole hand or arm as in handling, repetitive motions – making substantial movements of the wrist, hands, and/or fingers, grasping, feeling, Talking-Expressing or exchanging ideas by means of the spoken word. Hearing: Perceiving the nature of sounds at normal speaking levels with or without correction, repetitive motions.

The physical requirements of this position involve heavy work: Exerting up to 100 pounds of force occasionally and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.

For visual acuity requirements including color, depth perception, and field of vision, the worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation of machines. Using measurement devices; and/or assembly or fabrication of parts as distances close to the eyes.


Working Conditions


The worker is subject to inside environmental conditions. Protection from weather conditions but not necessarily from temperature changes. Both environmental conditions: Activities occur inside and outside.

 

About IT&E


Formerly Micronesian Telecommunications Corp, IT&E was a part of Verizon International. CITADEL acquired IT&E in 2005 after successfully navigating the US CIFUS process and the Federal Communications Commission. In 2006, a partnership was established with Sumitomo Corporation, one of Japan’s largest trading houses, which invested in the company as part of its telecommunications push. The company acquired IT&E in Guam, and together, became the largest wireless provider in Micronesia. The entire company was renamed IT&E. IT&E was the first in the region to offer 3G services with the launch of CDMA EVDO in 2009. It soon followed with the launch of 4G LTE in 2011.
