Job Description:

This is a temporary position to support the NTIA Broadband Infrastructure Grant Program Contract No. C230600300. This position is a minimum of one year or until the completion of the NTIA Grant project. This position will also support the upcoming BEAD project. The Heavy Equipment Operator, under the direction of the Outside Plant Field Manager, we are seeking a skilled Heavy Equipment Operator to safely and efficiently operate various types of heavy machinery on construction and excavation sites. The ideal candidate will have experience handling equipment such as excavators, loaders, backhoes, dump trucks and trenchers to complete tasks like earthmoving, trenching, and material transportation.


Responsibilities


The Employee will:

  • Know and uphold the established IT&E Mission, policies and procedures, Department and Division objectives, quality assurance and safety programs and standards.
  • Operate heavy equipment safely and efficiently according to company and industry standards.
  • Perform tasks such as excavation, grading, backfilling, material loading/unloading, and roadwork.
  • Read and interpret blueprints, site plans, and grade stakes to determine work requirements.
  • Conduct pre-operation and post-operation inspections to ensure equipment functionality.
  • Identify and report any mechanical issues or maintenance needs.
  • Follow safety regulations, including OSHA standards, to prevent workplace accidents.
  • Work closely with site supervisors, engineers, and other crew members.
  • Maintain a clean and organized work area, including proper equipment storage.
  • Transport equipment between job sites (a CDL may be required in these instances).
  • Act as a ground guide, when needed.
  • Act as a construction technician or laborer when required.
  • Adhere to environmental regulations, including dust and erosion control measures. Perform other related duties as assigned.


Required Qualifications, Capabilities, And Skills


  • High school graduate or equivalent required; Technical school graduate desirable.
  • One year minimum experience in Outside Plant operations, in construction and operating heavy equipment such as backhoe, excavator, dump truck and trencher.
  • Valid Drivers License and ability to drive with manual gear shift required.


Preferred Qualifications, Capabilities, And Skills


  • Chauffeurs license is preferred.
  • Ability to obtain DOT medical certification on the job.
  • Heavy Equipment Operator Class III Certificate is preferred.


Physical Demands


The physical demands described here are representative of those that must be met by an employee to perform the essential functions of this job successfully. The physical activity of this position includes Climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, Picking, pinching, typing or otherwise working, primarily with fingers rather than with whole hand or arm as in handling, repetitive motions making substantial movements of the wrist, hands, and/or fingers, grasping, feeling, Talking-Expressing or exchanging ideas by means of the spoken word. Hearing: Perceiving the nature of sounds at normal speaking levels with or without correction, repetitive motions.

The physical requirements of this position involve medium work: exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

The worker is required to have visual acuity to operate motor vehicles or heavy equipment.


Working Conditions


The worker is subject to outside environmental conditions: No effective protection from weather. The worker is subject to both environmental conditions: Activities occur inside and outside. The worker is subject to extreme heat: Temperatures above 100 degrees for periods of more than one hour. Consideration should be given to the effect of other environmental conditions such as wind and humidity. The worker is subject to noise: There is sufficient noise to cause the worker to shout in order to be heard above the ambient noise level. The worker is subject to vibration: Exposure to oscillating movements of the extremities or whole body. The worker is subject to hazards: Includes a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, working on scaffolding and high places, exposure to high heat or exposure to chemicals. The worker is subject to atmospheric conditions: One or more of the following conditions that affect the respiratory system of the skin: Fumes, odors, dusts, mists, gases or poor ventilation. The worker is subject to oils: There is air and/or skin exposure to oils and other cutting fluids. The worker frequently is in close quarters, crawl spaces, shafts, manholes, small enclosed rooms, small sewage and water line pipes, and other areas which could cause claustrophobia.
