Job Summary:
The Roaming Operations Officer is responsible as the central coordination link for implementation, monitoring and maintenance of the company’s roaming portfolio. The position also performs support and administrative duties for roaming, including revenue assurance security functions in collaboration with finance and releasing status notifications world-wide.

Essential Duties and Responsibilities
1.Know and uphold the established IT&E Mission, policies and procedures, Departmentand Division objectives, quality assurance and safety programs and standards.
2.Coordinate with roaming and carrier partners for routine maintenance and qualityprograms, troubleshooting requests, escalation and implementation projects.
3.Execute work orders and coordinate department-wide for new partner configurationsand updating databases as needed.
4.Executive roaming tests (i.e., IR.24, IR.32, IR.35, IR.50 and IR.60) for differenttechnologies as needed.
5.Maintain roaming quality assurance and continuous improvement programs such astraffic monitoring, partner trouble detections, Roaming Information Service (RIS),and “Total Visibility” Service.
6.Maintain SIGOS remote probe system used for world-wide testing of roaming quality.
7.Perform regularly scheduled roaming quality tests to ensure high performance ofregistration, partner network availability, retention and performance with agreedSLAs.
8.Perform GSMA approved Global Roaming Quality (GRQ) testing with partner cards toensure compliance with operator scoring standards.
9.Coordinate, implement and monitor the Near Real Time Roaming Data Exchange(NRTRDE) for 100% compliance with counter-fraud agreements with partners.
10.Participation in industry level working groups in the areas of roaming quality, fraudprevention and best practices to ensure IT&E remains involved and up-to-date withindustry changes.
11.Implement, operate and maintain roaming-related platforms including customertrouble recording.
12.Manage and report on customer feedback programs.
13. Participate in inter-department projects related to roaming and carrier relations.
14. Service as a resource and provide in-house training to internal customers and stakeholders, in roaming and sponsored solutions.
15. Review roaming disputes to determine validity and issue recommendations.
16. Perform other related duties or tasks as assigned or required.

Minimum Qualification Requirements:
Education: Associate degree in computer science, electronics, or related fields. A combination of a recognized certificate program with at least two years related telecommunications industry work experience.
Work Experience: Three years of experience in the telecommunications industry, preferably with project management knowledge.
Licensure/Certification/Professional Association: Preferably PMI-CAPM and UICC certifications.

3. Data Clearing House (DCH) and/or Financial Clearing House (FCH) navigation and process flow
4. Telecommunications equipment, business systems, networks, and processes, to include network operations.
5. Accepted management/supervisory theories and practices.
6. Principles and concepts of team building, strategic planning, and resources management.
2. Skills in:
1. Project execution.
2. Preparing complex and technical written reports and analyses.
3. Use of personal computer hardware and Microsoft software programs.
3. Ability to:
1. Communicate clearly, concisely and accurately with all levels of staff and customers, both verbally and in writing.
2. Identify and resolve any device related issues (radio compatibility, firmware issues, and programming issues).
3. Make logical and sound decisions in the resolution of difficult and complex situations.
