Job Summary:

The Revenue Accounting Apprentice is responsible for identifying, recording, valuation, accounting, reporting and reconciliation. Provide the most accurate revenue and cost of toll transactions and roaming traffic in keeping with the government rules and company policies for recording revenue and expenses.  Assist in coordinating technical issues concerning long distance traffic with Carrier partners. The Apprentice will also assist the Senior Revenue Analyst to ensure proper recording of revenue in accordance with IT&E requirements.

Essential Duties and Responsibilities:
The Apprentice will:
1.    Know and uphold the established IT&E Mission, policies and procedures, relevant provisions of the union agreement,       IT&E and Department objectives, quality assurance and safety programs and standards.
2.    Ensure the development of and implement policies, systems, and procedures to identify, record, value, depreciation,           account, and report on inventories to comply with the US Generally Accepted Accounting Principles (GAAP),                       International Financial Reporting Standards (IFRS), and Regulatory requirements.
3.    Prepare/review the Impact Analysis Worksheet for Roaming rates negotiation of the Roaming team with the carrier             partner and recommend for approval.  Ensure that rates presented in the IA worksheet is in the final IOT                             agreement.
4.    Reconcile all GL IMTS accounts and prepare the monthly roll forward schedule.
5.    Reconcile the GL balance of Customer Deposit account for both GUAM & CNMI Accounts with the CG SL.
6.    Assist in the monthly revenue report generation.
7.    Maintain, substantiate and/or reconcile assigned account balances on a monthly basis.
8.    Assis in maintaining the A/R Aging report on a monthly basis.
9.    Perform other related duties or tasks as assigned or required.

Minimum Qualification Requirements:
Education: Graduate of any business or computer-related courses preferred; 3 years in an accounting course preferred
Work Experience: Not required.
Licensure/Certification/Professional Association: Not required but anyone with computer-related certification is an advantage.

Apprenticeship Program Requirements:

  • Must be a US citizen or resident alien. 
  • Must be 18 years of age or older. 
  • Must be a resident of Guam for a period not less than three (3) consecutive years before entry into the program.
    • Mayor’s Verification must be submitted upon hire.
  • Must be able to attend a minimum of two (2) classes per semester while working forty (40) hours a week.


Special Knowledge, Skills, and Abilities:
1.    Knowledge of
    a.    GAAP, GAAS, IFRS, CFR 47, Part 32, and general Finance/Accounting practices,
    b.    Excel
2.    Skills in:
    a.    Analyzing performance results to determine methods of improving service.
    b.    Preparing written reports and analyses.
    c.    Using Microsoft software programs to include MS Excel, Access, MS Outlook, and Word
3.    Ability to:
    a.    Communicate, concisely, and accurately with all levels of staff and management, both verbally and in writing
    b.    Identify needed internal management and accounting controls and design and implement said controls.
    c.    Learn, maintain and advance usage skills in the job-specific aspects of various computer hardware and software.
    d.    Make logical and sound decisions in the resolution of difficult and complex situations.
    e.    Create a team environment and maintain employee morale.
    f.    Perform in a self-directed, hard-working, creative, and forward-thinking manner.
    g.    Work in a fast-paced environment, with a willingness to perform in critical deadline situations.

Physical Demands
The physical demands described here are representative of those that must be met by an employee to perform the essential functions of this job successfully. The physical activity of this position includes Climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pulling, lifting, Picking, pinching, typing or otherwise working, primarily with fingers rather than with whole  hand or arm as in handling, repetitive motions – making substantial movements of the wrist, hands, and/or fingers, grasping, feeling, Talking-Expressing or exchanging ideas by means of the spoken word. Hearing: Perceiving the nature of sounds at normal speaking levels with or without correction, repetitive motions.
The physical requirements of this position involve Heavy work: Exerting up to 100 pounds of force occasionally and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.

For visual acuity the worker is required to have visual acuity to perform an activity such as: operating machines such as lathes, drill presses, power saws and mills where the seeing job is at or within arm’s reach; performing mechanical or skilled trades tasks of a non-repetitive nature such as ones by carpenters, technicians, service people, plumbers, painters, mechanics, etc.

Expected Hours of Work and Travel Requirements
Normal office hours are Monday to Friday, 8:00 am to 5:00 pm. However, due to the nature of this position, it may be required to arrive earlier, stay later, or work on weekends.
Travel is occasionally required for this position.
