The Technical Specialist, Rota or Tinian, will accomplish the technical and maintenance operations for IT&E on the assigned island. These tasks consist of the installation and maintenance of residential and small business lines, internet services and broadband services (vdsl/FTTP), data circuits, outside plant cable, pedestal and cross connect maintenance, maintenance of various network switches in the Central Office(s). The position requires occasional working at heights. The Specialist will learn to monitor costs and how to achieve quality objectives and meet customer expectations.

 

Responsibilities

 

The Employee will:

  • Perform technical and maintenance services to accomplish Service Orders and Trouble Tickets received from the dispatch center and input completions into the company’s workflow system.
  • Accomplish the following tasks in the assigned service area:
    • Service installation and repair of multi- and single-line and VDSL connections in response to assigned Service Orders (WorkFlows) and Trouble Tickets
    • Location of buried cables upon request to prevent damage
    • Cable maintenance, repair, upgrades, and restoration
    • Outside plant facility maintenance
    • Determination of service availability in response to departmental requests
    • Assignment of new cable pairs and recording assignments in the installation data base
    • Support other technical network departments with projects on the assigned island
    • Climb cell towers to replace bulbs and perform transmission line inspections and testing.
  • Prepare or assist in the preparation of cost estimates for contractor work on Outside Plant facilities or business system projects.
  • Coordinate with, and monitor the performance of, IT&E-authorized contractors hired to perform Outside Plant facility construction, network projects or work on business system projects.
  • Ensure that all work is performed in an efficient and timely manner, meets IT&E and industry quality assurance standards, and satisfies customer expectations.
  • Develop and implement a service area preventive maintenance program for all Outside Plant facilities and division equipment.
  • Maintain daily work assignment log, daily work reports, damage reports, and other reports, as required.
  • Attend and participate in training activities, as assigned.
  • Recommend materials and equipment purchases needed by the service area.
  • Monitor and perform maintenance on wire-line broadband (VDSL), wireless base station (LTE/VoLTE/5G) and on intra-Island fiber and microwave transmission under the direction of higher-level support.
  • When needed, provide support to the General Services department, such as, assisting and/or escorting contractors with the re-fueling of generators, and assisting in the warehouse inventory year-end count on the respective islands.
  • Perform other related duties or tasks as assigned or required.

 

Required Qualifications, Capabilities, And Skills

 

  • High School diploma and one year of formal training/education in telecommunications, electronics, computers, or other related technical area, or an additional one year of related experience.
  • Three years of experience in telephone systems installation and repair and Outside Plant operations or related experience.

 

Preferred Qualifications, Capabilities, And Skills

 

  • Certification for Fiber Optic Cable installation or vendor certification for business systems installation and maintenance are desirable, but not required at time of hire.
  • Certification for Climber Safety Training (for climbing telecommunication towers and structures) from a recognized professional certification authority desired.


Physical Demands


The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. The physical activity of this position includes repetitive motions – making substantial movements of the wrist, hands, and/or fingers.

The physical requirements of this position involve sedentary work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.

For visual acuity requirements including color, depth perception, and field of vision, the worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; viewing a computer terminal; visual inspection involving small defects, small parts, and/or operation of machines.


Working Conditions


The worker is subject to inside environmental conditions: Protection from weather conditions but not necessarily from temperature changes. This job operates in an office setting. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines.

Formerly Micronesian Telecommunications Corp, IT&E was a part of Verizon International. CITADEL acquired IT&E in 2005 after successfully navigating the US CIFUS process and the Federal Communications Commission. In 2006, a partnership was established with Sumitomo Corporation, one of Japan’s largest trading houses, which invested in the company as part of its telecommunications push.
